Enlightenment from International Mechanism on Addressing Losses and Damage of Climate Change to China's Domestic Works
The losses and damage of climate change has threaten the human being's sustainable development.The progress on mitigation and adaptation under the international multilateral mechanism were slow.The international mechanism on addressing losses and damage of climate change,as a potential direct solution,has aroused attention of scientific community and policy-makers.This paper reviewed development of international mechanism on addressing losses and damage,profoundly analyzed the connotation of international mechanism on addressing losses and damage,described the relative domestic work status,summed the enlightenment form international mechanism on addressing losses and damage of climate change to China's domestic works,and proposed the strategy on addressing losses and damage of climate change in China,including to:construct framework of addressing loss and damage on climate change in China,and form integrated mechanism on government financial transfer payment,relief donation system and agricultural disaster insurance; make full use of insurance tool related to mechanism on addressing loss and damage of climate change,focus on development catastrophe insurance products,moderate increase government guidance and financial support,expand coverage and benefit from climate disaster insurance; enhance climate change risk management in key areas,establish mechanism on risk forecast,pre-disaster warning,disaster relief and post-disaster recovery to effectively reduce climate disaster risk in key areas; develop R&D on mechanism on loss and damage of climate change,especially on theory and methods on loss and damage assessment and data acquisition; alert the founding pressure caused by mechanism on loss and damage of climate change,highlight China,as a developing country,cannot undertake responsibility equal with developed countries,and develop the addressing strategy in climate negotiation.
