Transverse space ecological compensation of low-carbon agriculture in China
Based on the agricultural carbon footprint and carbon sequestration,this study constructed the carbon account of agricultural whole production process,and then used agricultural carbon measurement model to calculate the net agricultural carbon sink in Chinese 31 provinces from 2007 to 2015.On the basis of considering the differences of regional ecological environment and economic development,the net carbon sink was corrected,and then this study established agricultural carbon compensation model to carry out empirical study on the transverse space ecological compensation of low-carbon agriculture.The results showed that:First,China realized the agricultural carbon surplus,except Jiangxi,Tibet and Qinghai during 2007-2015;after rectified with the correction coefficient of carbon sink,the net agricultural carbon sink was enlarged in the northern region where the ecological background was substandard.Second,ecological compensation value for low-carbon agriculture in China showed an upward trend.North China,Northeast China and Northwest China were the main carbon compensation areas;Carbon compensation value in East China and Central China fluctuates around 0 values in the range of-0.5 ~ 0.5 billion yuan,and the amount of carbon payment was greater than carbon compensation during 2007-2015;Southern China and Southwest China were major carbon payment areas.Third,the pressure of national government finance was effectively alleviated by transverse space ecological compensation transfer payment system of lowcarbon agriculture;combined with the priority of agricultural carbon compensation,it concluded that the priority areas of carbon compensation were Xinjiang,Heilongjiang,Gansu,Ningxia,Hebei,Inner Mongolia,Jilin,Henan,Shanxi and Shaanxi and the priority areas of carbon payment were Shanghai,Tianjin,Chongqing,Zhejiang,Guangdong,Guizhou,Fujian,Jiangsu,Sichuan,Qinghai and Anhui.
