How do the local governments'ecological protection efforts affect high-quality economic development?
The strategic behavior choice of ecological protection among local governments is a key factor affecting the strength of eco-logical protection of local governments.Based on the measurement of the index of ecological protection intensity in each province,this study combined ecological protection with promising government.Furthermore,from the perspective of the local government's strategic behavior choice of ecological protection,it examined the internal mechanism of their ecological protection affecting high-quality eco-nomic development and the regulation mechanism of the degree of marketization in the relationship between the two.Taking the data from 30 provinces in China from 2008 to 2021 as samples,the study constructed the static panel model and the spatial Durbin model to empirically test the above theoretical analysis.The results showed that:① The intensity of ecological protection increased significantly in all provinces.The ecological protection index in different geographical regions showed a decreasing trend among the eastern,central,and western regions,with the southern region being larger than the northern region.However,the growth rate showed the opposite pat-tern,with an increasing trend among the eastern,central,and western regions,with the southern region lagging behind the northern re-gion.The gradient difference in ecological protection intensity among geographical regions showed a narrowing trend.The impact of lo-cal governments'ecological protection efforts on high-quality economic development exhibited a U-shaped pattern,with the current im-pact showing a positive promoting effect.② The impact of the local governments'ecological protection on the high-quality economic de-velopment of adjacent areas had a spatial spillover effect,and the specific spillover effect depended on the choice of the adjacent gov-ernments'ecological protection strategies.Among them,the strategic choice between geographically adjacent provinces was a'race-to-the-bottom competition,'with the above effects manifesting themselves as reverse spatial spillover effects;the strategic choice between economically adjacent provinces was a'race-to-the-top competition,'with the above effects manifesting themselves as homogeneous spatial spillover effects.③ The degree of marketization was the adjustment mechanism for the impact of local governments'ecological protection on high-quality economic development.The influence of the degree of marketization on the relationship between the two was a reinforcing effect,and as the degree of marketization increased,the inflection points of the'U'curve of the governments'ecological protection affecting high-quality economic development would move to the left.
