Comprehensive ecological compensation mechanisms of the Yellow River Basin from the sharing perspective
Establishing ecological compensation mechanisms is an important institutional innovation to break the fragmented environ-mental protection in the Yellow River Basin,to cope with the changes in the ecological environment in the basin,and to promote its high-quality development.From the sharing perspective,this study constructed a game model of comprehensive ecological compensa-tion mechanisms in the Yellow River Basin by using the differential game model and the optimal control theory,combining the specific ecological protection situation in the Yellow River Basin,introducing two environmental protection measurement indexes of runoff in-crease and sediment management,and identifying three types of ecological compensation mechanisms:a fully shared ecological com-pensation mechanism,an incompletely shared non-horizontal ecological compensation mechanism,and an incompletely shared horizon-tal ecological compensation mechanism.The optimal strategies for these three types were discussed,as were the effects of parameters such as the shared benefit coefficient and the ecological compensation coefficient.The results showed that:① Both the fully shared eco-logical compensation model and the incompletely shared horizontal ecological compensation model could improve governments'invest-ment in ecological protection,and the fully shared ecological compensation model was the optimal model,while the incompletely shared horizontal ecological compensation model was more operative.② The regional governments'investment in ecological protection,the en-vironmental improvement effect,and the overall economic benefit of the watershed were negatively related to the ecological protection cost coefficient.The shared benefit coefficient was the result of the game between the regional governments on environmental protection and economic development,and achieving a reasonable shared benefit coefficient was conducive to strengthening the stability of long-term cross-border cooperation.③ In areas where expected benefits were more sensitive to the ecological environment,the development of comprehensive ecological compensation mechanisms was conducive to the formation of a virtuous cycle of ecological environment im-provement and expected benefit increase.Finally,the validity of the findings was verified by empirical analysis.This study also propos-es countermeasures for the construction of a comprehensive ecological compensation mechanism in the Yellow River Basin in three as-pects:giving play to the coordinating role of the central government,improving the basin information sharing mechanism,and balancing the relationship between ecological protection and economic development.It is hoped that these measures could further promote the syn-ergistic governance of the Yellow River Basin and improve the ecological compensation system in the Yellow River Basin.
