科技金融政策对碳中和技术创新的影响

碳中和技术创新是应对气候变化、实现碳中和的关键。在面临巨额投资需求的情况下,促进科技和金融结合试点的科技金融政策能否助力碳中和技术创新,现有研究尚无确定答案。该研究以科技金融政策的实施作为一项准自然实验,基于2006—2021年中国277个地级及以上城市面板数据,从低碳技术、零碳技术以及负碳技术3个方面综合衡量碳中和技术创新,采用双重机器学习方法,检验了科技金融政策对碳中和技术创新的影响及作用机制。研究表明:①科技金融政策的实施对碳中和技术创新具有显著的促进作用。其中,科技金融政策对低碳技术创新以及零碳技术创新的促进作用更为明显,主要体现在涉及能源利用与工业生产过程的相关碳排放部门;对负碳技术创新的促进作用则存在较大提升空间。②机制检验发现,科技金融政策的实施通过提高政府科技投入水平以及科技人才集聚水平两个途径促进碳中和技术创新。③异质性分析表明,对于发达城市、非资源型城市以及知识产权保护水平高的城市,科技金融政策的实施均可以显著促进碳中和技术创新。基于以上结论,提出以下政策建议:①科技金融政策的实施应根据碳中和技术创新的类型以及所处阶段进行调整,从而适应碳中和技术创新的发展需要。②受不同类型城市的外在条件影响,科技金融政策实施效果的发挥,还应注重产业的绿色转型升级以及知识产权保护制度的完善。该研究为科技金融政策影响碳中和技术创新的效果评估提供了理论支持和经验证据。
Impact of sci-tech finance policy on carbon neutrality technology innovation
Carbon neutrality technology innovation is crucial for addressing climate change and achieving carbon neutrality.In the face of huge investment demand,there remains uncertainty regarding whether the sci-tech finance policy of 'promoting the integration of technology and finance through pilot projects' could facilitate innovation in carbon neutrality technology,and solutions to this issue are insufficient in existing research.This study utilized panel data from 277 prefecture-level and above cities in China from 2006 to 2021 to comprehensively measure the innovation in carbon neutrality technology from three aspects:low-carbon technology,zero-carbon technology,and negative emission technology.The study also took the implementation of sci-tech finance policy as a quasi-natural ex-periment and used the double or debiased machine learning method to explore the impact and mechanisms of the sci-tech finance poli-cy on carbon neutrality technology innovation.The results showed that:① The implementation of sci-tech finance policy significantly promoted carbon neutrality technology innovation.Specifically,it promoted innovation in low-carbon and zero-carbon technology more obviously,mainly reflected in the relevant carbon emission departments related to energy utilization and industrial production process-es.However,for innovation in negative emission technology,the promotion effect still had significant room.② Mechanism tests found that the implementation of sci-tech finance policy promoted carbon neutrality technology innovation through two channels:increasing government technology investment and enhancing technology talent aggregation.③ Heterogeneity analysis indicated that for developed cities,non-resource-based cities,and cities with high levels of intellectual property protection,the implementation of sci-tech finance policy significantly promoted carbon neutrality technology innovation.Based on these findings,the following policy recommendations are proposed:① The implementation of sci-tech finance policy should be adaptively adjusted according to the type and stage of innova-tion to meet the development needs of carbon neutrality technology innovation.② Affected by the external conditions of different types of cities,fully leveraging the effectiveness of sci-tech finance policy needs to focus on green transformation and upgrading of industries as well as the improvement of intellectual property protection systems.This study provides theoretical support and empirical evidence for evaluating the impact of sci-tech finance policy on carbon neutrality technology innovation.
