The Organizational Structure,Operation Mode and Practical Effect of ChineseInstitutional Research
Chinese institutions that play function of IR mainly include devel-opment planning office,research institute of higher education or OIR.The institu-tions are mainly divided into three types:Party and government management or-ganization,administrative organization,and direct business organization.The specific category depends on the responsibility of the department and the positio-ning within institutions.The office size of IR is directly proportional to the institu-tions level and enrollment scale.The research funds of IR mainly rely on the fi-nancial budget of the university,but also obtain the operating funds through re-search projects,operational training,and external consulting services.The opera-tion mode of IR is mainly based on the"committee system"decision-making mechanism of OIR as the core of the multi-department collaborative office mode.The theoretical and practical results of university research are reflected in the for-mation of academic exchange platform,the construction of the methodology system of IR,the maturity of the scope and operation mode of IR responsibilities,and the preliminary presentation of the characteristics of IR taking root in China.
