新内生发展理论视域下职业教育赋能乡村人才振兴的逻辑与策略

推进乡村人才振兴,激发乡村内生发展动力是实现乡村整体振兴的重要路径选择.以新内生发展理论为切入点,发现当前的乡村仍存在人力资源供给不足、群体有效参与不够、文化认同感偏低等困境.而职业教育作为乡村人才振兴的重要资源,能够有效推动人力资源供给,为乡村人才振兴提供智力支持;激发群体有效参与,为乡村人才振兴增添内源动力;提升乡村文化认同,为乡村人才振兴筑牢精神家园.在具体推进策略上,职业教育应以供需匹配为基础,优化职业教育赋能乡村涉农专业集群;以有效参与为关键,深化职业教育赋能乡村自治、德治、法治;以唤起认同为纽带,强化职业教育赋能乡村人文价值引领.这样既能解决乡村的内生发展困境,也能为职业教育拓宽大有可为的天地.
The Logic and Strategy of Revitalizing Rural Talents Empowered by Vocational Education under the New Endogenous Development Theory
The promotion of the revitalization of rural talents and the stimula-tion of the endogenous development power of rural areas is an important path choice to achieve the overall revitalization of rural areas.Taking the new endoge-nous development theory as the starting point,it is found that the current rural ar-eas still have difficulties in insufficient supply of human resources,insufficient ef-fective group participation,and low cultural identity.Vocational education,as an important external resource for rural talent revitalization,can:promote the supply of human resources and provide intellectual support for rural talent revitalization;stimulate the effective participation of the group and provide internal power for the revitalization of rural talents;and enhance the rural cultural identity and build a strong spiritual home for the revitalization of rural talents.The following strategies could be considered to achievement the aim:vocational education should be based on supply and demand matching,and optimize vocational education to em-power rural agriculture-related professional clusters;take effective participation as the key,and deepen vocational education to empower rural autonomy,rule by law;as well as strengthen the role of identity arouse in the empowerment of rural development through vocational education.These can not only solve the endoge-nous development dilemma of rural areas,but also expand the promising world for vocationaleducation.
