The Realistic Contradictions and Governance Paths in the Evaluation of Secondary Departments in Universities from the Perspectives of Legitimacy
The evaluation of secondary departments in universities is a key link in deepening the reform of the two-level university management system and accelerating the modernization of internal governance systems and governance ca-pabilities.On the one hand,it must meet the legitimacy requirements of the ex-ternal institutional environment.On the other hand,it should meet the internal technical environment and expectations of organizational members.The imbalance of the internal legitimacy will lead to a certain deviation between the system design and the practical effect,which is reflected in the contradictions between the evaluation subject and the object,between the quantitative evaluation and the comprehensive evaluation,and between the resource allocation and the target per-formance.The governance of conflicts should unify value consensus and construct evaluation mechanism of multiple consultation;clarify the college-based orientation and explore and implement integrated evaluation;and optimize the al-location of resources to ensure the dynamic balance between target performance and the development of departments.By reconstructing the internal legitimacy of the evaluation of secondary departments,the degree of recognition at the level of departments can be improved to ensure the scientific,professional,and objective evaluation.
