Invisible Subjects:The Role of Experts in Global Educational Governance and Their Ways of Participation
Global educational governance is the joint management of global education affairs by actors in the international community.Experts,with their specialized knowledge and competences,play a crucial role in it,notably by in-fluencing the development,implementation,and evaluation of global educational governance policies through knowledge production,dissemination,application,and critique.Regarding ways of participation,experts mainly participate in global educational governance using sovereign states,international organizations,and think tanks as platforms and mass media as medium and play their roles in an in-terwoven network.However,as experts usually work behind the scenes of other governance subjects such as sovereign states,international organizations,and think tanks,they have not yet received the public attention and special academic investigation,becoming invisible subjects of governance.
