摘要
"后发型"世界一流大学战略规划遵循大学发展的生态合理性,在促进大学发展的同时,也为社会、经济等的发展注入强劲动力.研究发现,"后发型"世界一流大学的战略规划特征鲜明,使命和愿景高度契合大学的价值追寻,战略重点契合国家和大学发展的需求,短期与中长期规划贯通衔接等.其战略行动体现为:以科学的战略规划程序为指引,合理分解战略目标,构建战略保障体系,扩大资源基础优势,加强监控与评估.对我国"双一流"建设的启示有:要树立崇高的价值追寻,塑造战略规划新体系,采取差异化发展战略,加强战略管理,完善战略评估机制.
Abstract
The strategic planning of"newly-formed"world-class universities follows the ecological rationality of university development,and promotes the de-velopment of society,economy,and individuals while promoting the development of universities.The analysis of the strategic planning of the four"newly-formed"world-class universities found that the mission and vision were highly in line with the value pursuit of the University;the strategic decision-making highlighted the concept of differentiated development;the strategic planning was developed into a dynamic and continuous closed-loop system;the strategic focus was in line with the needs of the development of the country and the University;and the short-term planning was connected with the medium and long-term planning.Its strategic planning action was reflected in:Taking the scientific strategic planning procedure as the guide,refining strategic tasks and requirements through goal decomposition,forming a guarantee system that supports strategic planning in the whole process,promoting strategic implementation with the goal of expanding resource-based ad-vantages,and monitoring and evaluating the implementation process of strategic planning.The enlightenment to the construction of"double first-class"in China includes:clarifying the mission and vision of universities,establishing noble value pursuit;adopting differentiated development strategies to promote the benign devel-opment of college students;strengthening strategic management and realizing the unity of dynamics and stability;building multi-level strategic objectives and shaping a new system of strategic planning;and improving the strategy evaluation mechanism and enhancing the effectiveness of strategy implementation.
