The Implementation and Influencing Factors of Tenure-track Reforms in China's First-Class Universities——Based on the Dataanalysis of Ten"Double First-Class Universities"
Taking 10"double first-class"universities as examples,this paper analyzes the current status of the faculty tenure track system reform in China's first-class universities and the deviation between the reform and the policy design based on three key reform dimensions:a)global recruitment and talent introduction,b)job classification,and c)limited employment period and"up-or-out",and preliminarily discusses the organizational environment factors affect-ing the implementation of the reform.The results shows that the global recruitment system has been implemented widely and effectively enhanced the competitiveness of talent.The faculty post classification reform has achieved preliminary success,but the promotion and transfer channels of different faculty posts still needed to be improved.The"up-or-out"rule has strengthened the academic pressure and vi-tality of newly recruited faculty,but had a relatively limited stimulating effect on the faculty located in traditional employment system.It was still difficult for per-sonnel management department to terminate the employment relationship with fac-ulty who have not been promoted successfully at the end of the employment period.Through further analysis,it is found that organizational environmental fac-tors including university autonomy,organizational reform capability,governance structure,and quota control had a significant impact on the implementation depth of tenure-track system reform.Accordingly,we should continue to push forward the reform of the establishment of public institutions,and expand and implement the autonomy of universities;improve the structure of academic governance and enhance the governance capacity of universities;optimize the faculty position ma-trix,and smooth the promotion channel and transition mechanism of different po-sitions;and balance performance competition and occupational safety,and to es-tablish a more scientific and reasonable assessment system and evaluation cycle by combining the characteristics of different disciplines and type of teacher posi-tion.
