From the commanding point of making strategic choice,China?governing party has made explicit four perspectives on the strategic dimensions for modernized state governance :to comply with the historical trend of the transformation of the operation of state power from state dictatorship,from state management to state governance;to respond to realistic challenges by ensuring synergetic gov-ernance in an orderly way by multiple entities under governing party?s leadership,to realize efficiency and j ustice by dissolving tension between centralized authority and local autonomy;to proceed from global perspective to contribute boosting China?s active participation in global governance and thus con-structing a solid foundation to enhance China?s power of discourse in global governance;to optimize the power of ruling,reconstruct legitimacy for governing power and realize the shift from the legitimacy of economic performance to the legitimacy of the effectiveness of governance.
