"千万工程"是习近平同志在浙江工作期间亲自部署的重大决策和重要工程,为当前推进乡村全面振兴积累了丰富的实践经验.本文以发展理念、工作方法和推进机制为分析框架,剖析"千万工程"中所蕴含的人民观、生态观、发展观和系统论、矛盾论、实践论等"三观三论",系统梳理了"千万工程"的实施动因和发展历程,总结了人居环境整治、多规融合改革、城乡一体发展、乡村产业发展、多元联动机制等主要做法,提出未来推进"千万工程"要以全域土地综合整治为主要抓手,不断增强其引领效能、示范作用和治理能力,以期为深入学习"千万工程"经验、推进乡村全面振兴提供指引.
Abstract
The Green Rural Revival Program was a significant decision initiated by Comrade Xi Jin-ping during his working period in Zhejiang,which has substantially contributed to the practical ex-perience underpinning the current comprehensive rural revitalization effort.Using the developmen-tal philosophy,working method,and the promotion mechanism as an analytical framework,this article explores the worldview encompassing people,ecology,and development,alongside the methodology of system,contradiction,and practice deeply entrenched in the program.This article systematically analyzes the motivation and developmental history of the program,summarizing the principal practices including the habitat improvement,multi-planning reform,urban-rural integra-tion,rural industrial development,and multi-linkage mechanism.It advocates that the program should prioritize comprehensive land consolidation as its cornerstone,and continuously enhance the leadership effectiveness,exemplary function,and governance capacity to provide guidance for the in-depth study of the program's experience and the promotion of comprehensive rural revitalization.
