At a critical period for our endeavor to build a great country and move toward national re-juvenation on all fronts through Chinese modernization,it is essential to address the critical issues affecting the high-quality development and to rely on continuous reforms to provide institutional guarantees for a high-quality economic development.The third plenary session of the 20th Central Committee of the Communist Party of China focuses on the major institutional issues that need to be resolved in order to advance Chinese modernization.It emphasizes the reform of Chinese econom-ic system as the spearhead,responding to the contemporary requirements and historical tasks for a high-quality development,and makes significant arrangements for"promoting high-quality eco-nomic development".With the valuable experience we have gained since the launch of reform and o-pening up,particularly from our endeavor to comprehensively deepen reform in the new era,this ar-rangement highlights the historical logic of adhering to the correct direction.Moreover,this arrange-ment leads to the alignment of relations of production and productive forces,as well as that of the su-perstructure and the economic base,and thus reflects the theoretical logic of the leading role of the re-form.Confronted by the complex developments both at home and abroad,the new round of scientific and technological revolution and industrial transformation,and the new expectations of our people,this arrangement embodies the practical logic to adopt an approach aiming to solve real problems.
