发展农业新质生产力是进一步全面深化改革、推动农业强国建设的内在要求和关键着力点.农业新质生产力是落实全面深化改革、统筹发展与安全、凸显人本价值、彰显绿色转型、助力开放循环的先进生产力,由科技创新、人才支撑和制度变革共同推动形成.由于农业科技创新在研发能力、渗透能力、应用能力等方面存在短板,农业新质生产力的实践落地,亟待构建"供给能力—供给质量—供给模式"三位一体的农业科技创新供给体系,探索"禀赋跃升、配置优化、流动高效"的农业要素创新性配置模式,践行"扎根传统、助力新兴、布局未来"的农业产业深度转型升级路径.
Abstract
The development of new quality productive forces in agriculture is both an essential need and a central priority for further deepening comprehensive reforms and promoting the construction of a strong agricultural country.The emergence of new quality productive forces in agriculture signi-fies an advanced form of productivity that deeply integrates reform,harmonizes development with security,prioritizes human-centered values,advocates for organic transformation,and progressive-ly widens the scope of high-standard open-up policy.The development of new quality productive forces in agriculture is propelled by the synergy of technological innovation,talent cultivation,and systemic reform.However,there are notable deficiencies in the capabilities of agricultural scientific and technological innovation,particularly in research and development,technology adoption,and their application.To address these shortcomings,it is imperative to further reform current systems and mechanisms,thereby fostering the growth of new quality productive forces in agriculture.Firstly,it is crucial to establish an integrated agricultural supply system of scientific and technologi-cal innovation.Secondly,we should explore innovative models for the allocation of agricultural fac-tors to improve factor endowment,the optimization of factor configuration,and the improvement of factor flow efficiency.Additionally,we must strategically plan the transformation of agricultural industry,focusing on stabilizing traditional sectors,bolstering emerging industries,and preparing for the development of future industries.
