摘要
习近平法治思想蕴含着洞察深刻、意涵丰富的法治观,在法治的概念、性质、功能、范围、作用、目的、外部关系、发展动力等方面提出了一系列创新观点.习近平总书记指出法治既是法律之治又是良法善治和秩序之治、法治是治国理政的基本方式、党的领导与社会主义法治具有一致性,要以人民为中心,坚持法治与德治、民主有机统一,把法治放在"四个全面"战略布局中,以改革促进法治建设发展.习近平法治思想中的法治观是其法治思想的理论内核,是对中国特色社会主义法治实践经验的理性建构,兼顾法治的形式和实质两方面要求,是研究习近平法治思想脉络体系的重要抓手.
Abstract
Xi Jinping's Thought of Rule of Law contains a profound and meaningful view of the rule of law.General Secretary Xi Jinping puts forward a series of innovative ideas on the concept,na-ture,function,scope,function,purpose,external relations,development power of the rule of law.General Secretary Xi Jinping indicates that the rule of law is not only the rule by law but also the rule by good law and order,that the rule of law is the fundamental way of governing the country,that the Communist Party of China's leadership is consistent with the socialist rule of law,and that we should take the people as the center,adhere to the organic unity of the rule of law and the rule of virtue,ad-here to the organic unity of the rule of law and democracy,put the rule of law in the"Four Compre-hensive"strategic layout,and promote the development of the rule of law through reform.The view on rule of law is the theory kernel of Xi Jinping's Thought of Rule of Law,is a rational construction of the practical experience of Socialist Rule of Law with Chinese Characteristics,takes into account both the formal and substantive requirements of the rule of law,is the important measure for studying the vein system of Xi Jinping's Thought of Rule of Law.
