Analysis of advantages and disadvantages of water-security-guarantee oriented development(WOD)mode and research on improvement strategies
In order to successfully promote the application of the Water-security-guarantee Oriented Development(WOD)mode,it is necessary to deeply analyze the operation mechanism,advantages and disadvantages of the WOD mode,and improve it.The comparative analysis method is used to systematically analyze the advantages and disadvantages of the WOD mode.The advantages include not increasing government debt,supporting overall project development and integrated implementation,diverse financing sources,etc.The disadvantages include large professional span,long construction period and slow effect,high risk of land development,and difficulty in a-chieving self-balancing.In view of the existing disadvantages,the improvement measures are put forward,including improving the investment and financing system and mechanism,establishing a sustainable development mode,inno-vating diversified financing mode,the government undertaking part of the project capital,taking the advantages of water and land resources,promoting commonweal projects and commercial land development package pilots,and en-couraging early intervention of financial institutions.The WOD mode has enriched the existing investment and finan-cing methods of water security guarantee projects,and has the value of popularization and application.However,it should be piloted first in accordance with laws and regulations,and implemented in a safe and orderly manner.
