西安市《城市生产建设项目水土保持技术规范》实践与思考

由西安市水务局主导提出并归口的《城市生产建设项目水土保持技术规范》(DB6101/T 3094-2020)(以下简称《规范》)于 2020 年 12 月 23 日发布,2021 年 1 月 23 日起正式实施.《规范》明确定位于全方位指导西安市城市建成区和规划区范围内可能引起水土流失的房地产、市政工程和公共服务生产建设项目水土流失防治工作,细化了水土流失防治目标,优化了项目概况介绍,完善了主体工程水土保持评价,强化了水土保持措施体系与设计.《规范》施行 3 a来,已指导 2 000 余个城市生产建设项目水土保持方案编制、设施验收等工作,西安市约 83%的生产建设项目加大了绿地建设规模、约 61%的项目减少了径流损失、约 54%的项目降低了水土流失风险;西安市生产建设项目年均径流损失量减少3.58 万m3,年均土壤侵蚀量减少 169.05 t,城市水土保持工作成效显著.
Practice and Reflection on the Technical Specification for Soil and Water Conservation of Urban Production and Construction Projects in Xi'an City
The Technical Specification for Soil and Water Conservation of Urban Production and Construction Projects(DB6101/T 3094-2020)(hereinafter referred to as the Specification)proposed by the Xi'an Water Affairs Bureau was released on December 23,2020 and officially implemented on January 23,2021.Specification guided soil erosion and water loss prevention and control work of real estate engineering,municipal engineering and public service production and construction projects that may cause soil erosion and water loss within the urban built-up and planning areas of Xi'an City,refined the objectives of soil erosion and water loss prevention and control,optimized the project overview,improved the evaluation of soil and water conservation in the main project,and strengthened the design of soil and water conserva-tion measures system.In the past three years of the implementation of Specification,more than 2 000 urban production and construction pro-jects have been guided in the preparation of soil and water conservation plans and facility acceptance work.About 83%of production and construction projects in Xi'an have increased the scale of green space construction,about 61%of projects have reduced runoff losses,and a-bout 54%of projects have reduced the risk of soil erosion and water loss.The average annual runoff loss of production and construction pro-jects in Xi'an has decreased by 35 800 m3,and the average annual soil erosion has decreased by 169.05 t.The urban soil and water conser-vation work has achieved significant effects.
