The New Cognition and New Responsibility of Libraries in the Nationwide Reading Promotion Service System
The Chinese path to modernization is centered around the people.The nationwide reading promotion service system is an important way to build a cultural power,which is able to advance the Chinese path to modernization in the areas of knowledge service,reading promotion,cultural confidence and the development of civilization.Libraries of all levels and types across the country are the core force,main battlefield and key organizer of activities on nationwide reading.The nationwide reading promotion service system of libraries plays a leading and demonstrative role in multiple aspects.The first one is organizational mechanism.The Library Society of China explores ways to establish a scientific mechanism for promoting nationwide reading across the entire community.The Reading Promotion Committee is responsible for planning,guiding,coordinating and organizing reading promotion and related academic research activities.The second one is ideas and approaches.The Reading Promotion Committee focuses on the three dimensions of"digital,integration and research"to carry out four major construction projects on"organization,theory,program and product",playing a leading role in overall planning.The third one is effect and impact.The work on nationwide reading in the library community has shown a good momentum of"all libraries working together to yield fruits everywhere",and a reading promotion building based on standard norms and supported by activity integration,literature promotion and professional research has been constructed.To accelerate the construction of the nationwide reading promotion service system,it is necessary to focus on the three elements of battlefield,activity,and mechanism.First,the element of"battlefield"requires strengthening the construction of library facilities,resources,technology,and systems so as to provide good conditions for reading promotion.Second,the element of"activity"aims to utilize various promotion approaches to carry out a variety of reading activities so as to enhance the reading interest and ability of the public,and provide an effective carrier for reading promotion.Third,the element of"mechanism"requires establishing and improving mechanisms for organization,guidance,cultivation,evaluation and motivation,providing sustained impetus for reading promotion.We shall enhance the coverage of service networks,expand the influence of reading activities,leverage the driving force of comprehensive mechanisms,focus on top-level design and integrated development of core businesses,and enhance systematicity,integrity,and synergy based on the"three elements of reading promotion".We attach great importance to the supporting role of digital infrastructure and smart libraries in the construction of promotional service system of nationwide reading,and promote omnimedia reading from the directions of"platform+resources","organization+coordination",and"basic guarantee+multi-level social services".We also expand and deepen the nationwide reading promotion service system from three aspects:standardized construction,professional services,and social cooperation.8 refs.
