The Construction of the High-end Communication Platform for National Scien-tific Research Papers and Scientific and Technological Information
The 14th Five-Year Plan puts forward the construction of the high-end communication platform for national scientific research papers and scientific and technological information,and becomes one of the important measures to strengthen national strategic scientific and technological strength.By summarizing the development path of high-end technology information communication platforms and integrating them into the planning of the technology intelligence industry,the integration,transformation,and upgrading of China's"high-end communication platforms"can be promoted,and the reference for the high-quality development of technology intelligence work can be provided.This paper summarizes the current research situation at home and abroad from three levels of theoretical research,construction mode research and practice research,points out that the system framework of the"high-end communication platform"includes a research paper integrated publishing and exchange platform system,a scientific and technological literature strategic guarantee platform system,a scientific and technological information deep integration platform system,and a scientific and technological intelligence analysis and technical monitoring platform system.China's"high-end communication platform"is an important component of the national strategic science and technology force,an important guarantee for the realization of science and technology self-reliance,a basic condition for the high-quality development of science and technology innovation,and an important barrier for the protection of science and technology security.Then,the paper puts forward the general construction idea of China's"high-end communication platform",including five levels:functional positioning of"high-end communication platform"based on science and technology,infrastructure of"high-end communication platform"based on open science structure,system framework of"high-end communication platform"based on science and technology information life cycle,construction mode of"high-end communication platform"based on overall planning,and ecological mechanism of"high-end communication platform"based on new vision of science and technology information.Finally,the promotion strategy of"high-end communication platform"is put forward.The construction of a national"high-end communication platform"needs to be included in the overall planning of China's science and technology intelligence industry,and to explore the path of high-end development and ecological service strategies for China's science and technology information exchange platform.Comprehensively planing and optimizing the configuration of platforms with different entities,types,levels,fields,and functions will be necessary.The strategy includes four parts:strengthen the top-level design of platform,and tamp platform organization management system;formulate an open access plan for China and promote a non-profit academic exchange platform;cultivate platform thinking and market rules,and create internationalized,specialized and instrumentalized featured products;strengthen the division of labor and coordination among multiple actors,and build a"high-end communication platform"service ecosystem.1 fig.25 refs.
