Theoretical Framework,Institutional Logic,and Improvement Pathways of China's Public Cultural Service System
The development and improvement of the modern public cultural service system is not only a key issue for China in becoming a leading cultural country,but also one of the important tasks for further deepening reform comprehensively to advance Chinese modernization.In this context,"how to improve"becomes an unavoidable central issue in the research of public cultural service in the new era.However,the scarcity of specialized theory in the field of public cultural service makes it difficult for academia and industry to provide in-depth answers to this issue.Inspired by the"multiple institutional logics"theory and based on long-term research,this article constructs a practice-institution analytical framework to explain the operation of the public cultural service system through systematic organization and integration of existing research findings.As an integrative theory for specialized research,the practice-institution framework consists of five propositions:Proposition 1 states that the daily practice of public cultural service is dominated by institutional logic.Proposition 2 indicates that multiple institutional logics lead the institutional arrangements in the field of public cultural service.Proposition 3 points out that the institutional arrangements of public cultural service shape the system's daily practice throughout the policy lifecycle.Proposition 4 shows that the institutional logic of the public cultural service system is influenced by both internal and external factors.Proposition 5 reveals that it is various outcomes in daily practice that lead to systemic difficulties and pain points within the public cultural service system.In summary,this framework establishes institutional logic and its internal tensions as the central subject of public cultural theory research,providing clues and approaches for addressing this subject.Utilizing the practice-institution framework,the article explores the reasons behind the rapid development of the modern public cultural service system.It proposes an explanatory path centered on three sets of institutional logic relationships:"project logic"and"routine logic,""administrative logic"and"professional logic,""supply logic"and"demand logic,"and further discusses the usability and expandability of this explanatory path.Finally,the article suggests building a government-led collaborative governance model,creating an institutional system embedded in Chinese society,developing a problem-oriented innovative demonstration system,and advancing more in-depth research on international experience to preliminarily address"how to improve the modern public cultural service system."At the same time,the author notes that compared to the explanatory path and research suggestions,the practice-institution framework as a theoretical tool may deserve more attention.The article attempts to use this tool to stimulate theoretical discussions on the operational laws of the public cultural service field in academia.1 fig.3 tabs.36 refs.
