Relationship between Public Library Law and the Development of Library Professionalization
Public Library Law of the People's Republic of China(referred to as The Law)summarizes the experiences in the library field,and the development of library professionalization is a holistic action of the library profession.Both of them have global characteristics,which make it possible for the development of library professionalization to serve as a useful framework for observing The Law and accompanying local legislation.Drawing on the theoretical model of professionalization in the occupational realm and the practical challenges encountered in the professional development of Chinese libraries,this paper constructs a comprehensive framework for the development of library professionalization.This framework encompasses two dimensions—internal professional development and external professional recognition—and six fundamental elements:expert teams,knowledge systems,university education,industry associations,professional ethics,and professional status.Leveraging this framework,the paper examines the relationship between the public library law and the development of library professionalization.The public library law is represented by The Law and local legislation such as the Guangzhou Public Library Regulation and the Measures of Foshan City on the Management of Public Libraries.The research reveals that,in the realm of internal professional development,public library law delineates the fundamental components of professional construction,underscores the essential safeguards for professional construction,elucidates the primary domains of professional construction,and institutionalizes the practical expertise required.The Law stands as the cornerstone,compass,and catalyst for the development of library professionalization in China,while local library legislation functions as operational directives guiding the development of library professionalization across different regions.The development of library professionalization requires a comprehensive approach that addresses both internal and external facets.While prioritizing internal professional development,it is equally important to emphasize the need of bolstering external professional recognition.At the national level,dedicated legislation serves as a significant milestone in legitimizing the library profession.In terms of external professional recognition,the public library law acts as ambassadors,regulatory tools,and marketing guides for the development of library professionalization.They play a pivotal role in reinforcing libraries'professional characteristics and authority across various domains,thereby enhancing their professional standing.It is essential to shape the professional image of libraries through extensive legal education,elevate their professional status with robust enforcement oversight,and foster professional dialogues through effective implementation and enforcement measures.Facing the new challenges of a new historical epoch,it is imperative that the public library law more fully encompasses all the elements of the professional development framework.This integration will serve as a more robust guide,bolster support,and act as a driving force for the professionalization and advancement of public libraries in China.2 figs.2 tabs.68 refs.
