Realistic Motivations,Constraints and Action Paths for Constructing Sports Governance Community in Urban Neighborhoods
Urban neighborhoods sports governance community is a major innovation based on the local practice of sports governance in China,and is an important starting point for the mod-ernization of sports governance system and ability in the new era.By using the research meth-ods of literature,field survey and logical analysis,the study explored the realistic motivations,constraints and action paths of the urban neighborhoods sports governance community.The study concluded that speeding up the construction of urban neighborhoods sports governance community is a practical requirement for the transformation of governance form to a"powerful country and strong society",and a realistic requirement for the transformation of governance structure from a"mechanical association"to an"organic community",as well as an internal re-quirement for the transformation of governance motivation from"externally driven"to"endoge-nous spontaneity".At present,the"suspension"dilemma of inadequate governance focus,the"fragmentation"dilemma of insufficient co-governance,and the"publicity"dilemma of incom-patible public-private governance value are the main constraints to the construction of urban neighborhoods sports governance community.Based on this,is the study proposed three action paths:clearing responsibility,empowering and strengthening the centripetal force of governance network;improving the co-governance mechanism and enhancing the integration of multiple en-tities;promoting common interests and stimulating the internal drive for the development of the community.
