Vertical Intervention:Hierarchical Coordination,Implementation Mechanisms,and Intrinsic Logic of Collaborative Governance in Public Sports Services
Collaborative governance is an institutional framework for collective action in the field of sports governance,driven by the intrinsic need and practical choice of government agen-cies to improve the efficiency of public sports services supply.The study systematically exam-ines the fundamental issues,implementation mechanisms,and operational logic of collaborative governance in public sports services,utilizing research methods such as literature review,pro-cess tracking and content analysis.The research reveals that collaborative governance in the public sports services,operating within a hierarchical system,emerges from both horizontal col-laboration among the government,market,and various social entities,as well as vertical inter-vention by the government.The former establishes a network-type interactive collaborative de-velopment mechanism based on equal cooperation and joint decision-making,facilitated by the government's delegation of power and empowerment.The latter,through the government's en-hanced authority,reforms resource allocation and incentive structures,establishing a diversified system to ensure the supply of public sports services and pattern for sports governance.These mechanisms and pathways reflect that collaborative governance in public sports services mani-fests as a three-dimensional and diversified central interactive network structure,which is root-ed not only in an interaction-oriented horizontal relationship network but also in the top-down vertical intervention and support from the government.It embodies an important intrinsic logic of collaborative governance in the present stage of public sports services in China.
