The Historical Process,Internal Logic and Future Direction of the Reform of China's Primary and Secondary Physical Education Teacher Qualification System
The qualification system of physical education teachers in primary and secondary schools is an important component of the teacher qualification system and the fundamental sys-tem to ensure the quality of physical education teachers.The qualification system of physical ed-ucation teachers in primary and secondary schools in China has gone through the stages of"nat-ural acquisition"(from 1985 to 1999),the stages of"dual-track system"(from 2000 to 2009),the stages of"national unified examination"(from 2010 to 2016),and the stages of"new dual-track system"(from 2017 to present).The internal logic of the reform of physical education teacher qualification system in primary and secondary schools has always revolved around the openness of the teacher qualification applications and the specialization of the recognition.The logical starting point of the reform is to make up for the shortage of physical education teachers and ensure the quality of physical education teachers.The logical route of the reform is to open up the application conditions and recognition authority of teacher qualification to broaden the channels for cultivating physical education teachers,and establish professional teacher qualifica-tion standards and methods to ensure the construction of high-quality team of physical educa-tion teachers.Under the"new dual-track system",China's primary and secondary school physi-cal education teacher qualification application system,assessment system,and regular registra-tion system still face many challenges in implementation.Based on this,the future direction of the reform of China's primary and secondary physical education teacher qualification system is proposed:Reasonably establish a flexible system and prerequisites for teacher qualification ap-plications;strengthen the professionalism and credibility of the physical education teacher quali-fication assessment system;improve the assessment methods and incentive mechanisms of regu-lar registration of physical education teacher qualification.
