Protection and Utilization Policies of Red Cultural Heritage in China from the Perspective of New Quality Productive Forces
As an important historical and cultural resource,red cultural heritage is the main driving force for the continuous red culture,and the effective support to accelerate the cultivation and shaping of new quality productive forces.Since the term"red cultural heritage"appeared in the official documents of the National Tourism Administration in 2005,the relevant policies on the protection and utilization of red cultural heritage have been continuously introduced.However,there are still some problems in the implementation of relevant policies,such as a shallow understanding of policy content,which limits the role of red cultural heritage in shaping new quality productive forces.At the same time,most existing studies take rural revitalization and digital technology as per-spectives,and few explore the protection and utilization policies of red cultural heritage from the perspective of new quality produc-tive forces,so relevant studies are urgently needed.Focusing on the development process,implementation measures,and core content of the policies,this paper uses the content analysis and quantitative analysis methods to construct a three-dimensional analysis framework of"policy process,policy tool,and policy content",and analyzes 189 red cultural heritage-related policies from 2005 to 2023.In terms of the policy process,the protec-tion and utilization policy of red cultural heritage has gone through three stages of development,including exploration and develop-ment,steady improvement,and adjustment and deepening,promoting the optimization and upgrading of productivity factors such as related workers,labor tools,and labor objects,so that red cultural heritage gradually becomes an important driving force for shaping new quality productive forces.In terms of policy tools,the types of policy tools for the protection and utilization of red cultural heri-tage are mainly divided into supply type,demand type,and environment type,and the use frequency of the three types of tools has a certain balance.Specifically,supply-oriented policy tools provide a driving force through the supply of factors;demand-oriented policy tools provide a driving force by meeting and expanding related needs;and environment-oriented policy tools create the social environmental atmosphere through cultural construction.In terms of policy content,the high-frequency words for the protection and utilization of red cultural heritage mainly include revolution,culture,cultural relics,and protection,which shows the emphasis of red cultural heritage in shaping new quality productive forces.Among the social network relations among the high-frequency words,the relation of the terms such as revolution,culture,cultural relics,and red is relatively high,showing the interrelation between the policy keywords,and the internal relationship between the protection and utilization of red cultural heritage and the shaping of new quality productive forces.This paper is helpful in exploring the development process of the protection and utilization policy of red cultural heritage,ana-lyzing the relationship between the new quality productive forces and the protection and utilization of red cultural heritage,enriching relevant research on the new quality productive forces and the protection and utilization of red cultural heritage,and providing a sci-entific basis for the government departments to formulate policies.
