Conservation Plans for Large-scale Sites and Their Formulation Standards in the New Era
China's large-scale sites carry a rich history and fine traditional culture of the Chinese nation.Formulating conserva-tion plans for these archaeological sites is a basic means for their effective conservation and management.A conservation and plan-ning system has become an independent,special component in China's planning system,reflecting the change of times and the de-mand for socioeconomic development in China.In the process of establishing China's territory planning system,conservation plans for large-scale sites and their formulation standards should fit for China's development in a new era.The approaches and strategies adopted by the plans should be adjusted accordingly so that the conservation planning system for large-scale sites can be improved.This paper firstly reviews the history of the establishment and development of the conservation plan for large-scale sites.From the perspective of unique features of large-scale sites,this paper points out that compared to other kinds of cultural heritage,large-scale sites require more attention to the following:conservation of the physical sites and their historical environment,value study,display and utilization,and integration of the sites into territory planning.It is suggested that the system for planning the conservation of large-scale sites should be improved by strengthening management to effectively link to territory planning,exploring the value of the sites to establish a value system,and developing innovative models to utilize large-scale sites so that the sites can be brought back to life.Compared to existing literature,this paper has the following three innovative aspects.Firstly,in terms of the links between the conservation plan for large-scale sites and territory plan,the synergies and links between the conservation plan and the overall,de-tailed,and special territory plans are reviewed.Conservation plans for large-scale sites are investigated at five levels(i.e.,national,provincial,city,county,and town levels)and the emphases for conservation at each level are also discussed.It is proposed that seam-less joints between conservation plans for large-scale sites and territory plans should be realized in the following aspects:control of restrictive indicators,basic data,information platform development,and supervisory information system.Secondly,as to the explora-tion of the multi-faceted value of large-scale sites,using Hemudu Site as an example,this paper proposes that a holistic value system should be established,and a plan and method for extracting the core value through comparison study should be developed.Thirdly,as to the effective utilization of large-scale sites,the importance of interpreting the value of large-scale sites and secondary value conver-sion are emphasized.
