Historical Evolution and Value Connotation of Cultural Relics Work Policy and Protection Principles Since the Founding of the People's Republic of China
This paper systematically sorts out the policy and protection principles of cultural relics since the founding of the People's Republic of China,and analyzes its internal logic,practice orientation,and value connotation.Combining the concrete socialist practice in the socialist revolution and construction period,the new period of reform and opening-up and socialist moderniza-tion,and the new era of socialism with Chinese characteristics with the cultural relics work policy and protection principles,this paper concludes that the cultural relics work policy and protection principles in China are maturing,which has gone through the rescuing protection from"protection subordinate to production"to the combined protection of"utilization based on protection",and fi-nally developed into the systematic protection of"development through protection,protection through development".Specifically,at the first stage of rescuing protection,during the period of socialist revolution and construction,the protection of cultural relics was mainly subordinate to production and construction,and the protection principle of"restoring the original state"or"preserving the status quo"was adopted to selectively protect cultural relics.At the second stage,in the new period of reform and opening up and socialist modernization,the protection of cultural relics had turned to the combined protection of"utilization based on protection".The protection principles such as"minimum intervention"and"authenticity"had been advocated and the protected objects had become more diverse.Through the combination of cultural relics protection and utilization,economic development and social prog-ress had been realized.At the third stage,in the new era of socialism with Chinese characteristics,the protection of cultural relics has entered the stage of systematic protection,and the protection policy and principles become more mature.It advocates"development through protection,protection through development",emphasizes protection and inheritance,and regards cultural relics protection as an important measure to promote cultural self-confidence and achieve the great rejuvenation of the Chinese nation.Based on existing literature,this paper has made innovations and expansions from two aspects.First,based on the grand historical view,it systematically summarizes the evolution of cultural relics work policies and protection principles in three important historical periods since the founding of the People's Republic of China,enriching the theoretical depth of related research.Second,this paper probes into the value connotation of China's cultural relics work policies and protection principles.Practice shows that these policies and principles with China characteristics embody the latest achievements of the modernization of Marxism in China,show strong vitality and the characteristics of keeping pace with the times,and provide a fundamental basis for the high-quality development of cultural relics protection in China.
