A Brief Discussion on Cultural Heritage Diplomacy and International Exchange and Cooperation
As a symbol of national identity,cultural heritage serves as an important bond for enhancing national recognition.After the Second World War,many countries have enhanced their international influence through international cooperation in the conservation of cultural heritage,thereby building bridges for global cultural exchanges.The international community has gradu-ally recognized the potential and far-reaching impact of cultural heritage in diplomacy.Against this backdrop,"cultural heritage diplomacy"has emerged as an independent academic concept,becoming a tool for scholars to examine international relations and power structures,thus gradually promoting the rise of research on"cultural heritage diplomacy".This article analyzes the development of the concept of"cultural heritage diplomacy"through a literature review and empirical research,examining its connotations and extensions.It categorizes,studies,and summarizes representative international cooperation practices in cultural heritage conservation guided by this concept,including bilateral aid for cultural heritage,multilateral international heritage governance,joint applications for UNESCO World Heritage,and post-disaster humanitarian assistance.Based on the historical process since the founding of the People's Republic of China—from the initial entry into the internation-al arena of cultural heritage conservation to comprehensive participation in international governance of cultural heritage;especially in the new era,China's"cultural heritage diplomacy"exhibits distinct characteristics.Unlike the instrumentalization of this concept internationally,China's cultural heritage diplomacy in the new era is built on the foundation of shared values for mankind,premised on respect for the diversity of civilizations,and forms a multicultural exchange system centered around cultural heritage.
