Analysis of Collaborative Governance Between Government and Society in Response to Public Health Crisis in Fourth Tier Cities
Fourth tier cities face challenges in public health crises and require coordinated governance between the government and society.This study takes Jilin city as an example to explore its experience and problems in public health crisis response.Using the methods of literature review and field investigation,this paper analyzes the manifestations and causes of the public health crisis in the fourth tier cities,the necessity and status quo of coordinated governance between the government and society,and the mode,strategy,problems and effects of coordinated governance between the government and society in Jilin city,and puts forward suggestions.This study draws the following conclusions:(1)The public health crisis in fourth tier cities is related to factors such as urban development level,population density,and sanitation facilities.(2)Collaborative governance between the government and society is an effective means and strategy to respond to public health crises.(3)There are difficulties and problems in collaborative governance between the government and society in fourth tier cities,and it is necessary to strengthen governance innovation and cooperation mechanisms.(4)The coordinated governance of Jilin city municipal government and society has played a positive role in many aspects.It is recommended to strengthen the coordinated governance between the government and society in response to public health crises in fourth tier cities in the future,improve response capabilities and levels from multiple aspects,strengthen public health awareness and participation,and improve the quality and capacity of public health services.
