Analysis of the Current Situation of Human Resource Allocation in the Secondary Disease Prevention and Control Centers in Shantou City and District
Objective By comparing and analyzing the human resource data of Shantou municipal and district(county)centers for disease control and prevention(hereinafter referred to as CDC),this paper aims to understand the current situation of CDC human resource allocation,so as to provide reference for Shantou CDC human resource allocation and professional team construction at all levels.Methods Human resource data from one city level and seven district(county)disease control centers in the city from December 2022 to May 2023 using standard tables were collected.Descriptive methods were used to analyze the gender,age,professional title,academic degree and professional background of CDC personnel.Excel and graphpad prism software were used for data statistics and comparative analysis.Results The gender composition of the staff of Shantou municipal and district(county)of the secondary CDC was relatively balanced,with 48.1%and 51.9%of the male and female ratios,respectively,and the difference was not statistically significant(χ2 = 0.66,P = 0.42).The proportion of people under 35 years old in municipal CDCs was higher than that of district(county)CDC(35.5%and 18.9%,respectively),and the age composition of secondary CDC employees was statistically significant(χ2 =16.68,P<0.001).The educational qualifications of municipal CDC staff were mainly bachelor's and master's degrees,accounting for 77.6%,but the education qualifications of district(county)CDC staff were seriously unbalanced,with bachelor's degree and university majority,and the proportion of master's degree personnel was only 1.7%,and the difference in educational composition between the two was statistically significant(χ2 = 87.43,P<0.001).The professional titles of employees of the municipal CDC were concentrated in intermediate and senior professional titles(deputy senior and positive high),accounting for 55.2%,and the proportion of personnel without professional titles was 10.3%.The professional titles of district(county)CDC were mainly concentrated in primary and junior levels,accounting for 71.4%,and the proportion of personnel without professional titles was 21.0%,and the difference in the composition of professional and technical titles between the two was statistically significant(χ2 = 33.99,P<0.001).The professional backgrounds of the staff of the secondary CDC were mainly health professions(77.4%),and there was no significant difference in the composition of professional backgrounds between the two(χ2 = 1.35,P = 0.24).Conclusion The total number of CDC staff in Shantou municipal and district(county)is insufficient.The education level of CDC staff in district(county)is low,and the talent allocation is unbalanced.The local government should pay attention to the construction of CDC talent team,improve the professional level of existing professionals,actively introduce high-level talents,and do a good job in the human resource planning of CDC at all levels.
