Discussion on Collaborative Management Model for Life Cycle of Instrument and Equipment Procurement in Financial Allocation Projects
Fully utilizing the national funds allocated for instrument and equipment procurement projects,to allocate professional equipment such as diagnosis,treatment,and scientific research in a reasonable manner,to conduct research and analysis work on instrument and equipment selection and demonstration well,at the same time,to ensure projects progress was a major issue troubling the industry.By extensive research,it had been found that there were concrete problems in instrument and equipment procurement for financial allocation projects,including incomplete procurement systems,non-standard procurement processes,insufficient feasibility studies,insufficient demand research,difficulties in controlling procurement execution progress,and difficulties in installation and acceptance.To discuss scientific working methods of further improve working quality and efficiency of instrument and equipment procurement in national financial allocation projects,to enhance hospitals'diagnosis,treatment,and research capabilities,and to comprehensive improve high-quality development efficiency of hospitals,experiences were summarized to solve the problem of unreasonable configuration,non standardized procurement,slow project progress,life cycle theory and collaborative management theory were used for referencesby establishing the horizontal and vertical collaborative management model of instrument and equipment procurement segmented by life cycle theory.
