Comparison of Medical Damage Appraisal Models Between Medical Associations and Judicial Appraisal Institutions
At present,both medical associations and forensic appraisal institutions can conduct medical damage appraisal,presenting a phenomenon of"duality"in appraisal.This article mainly analyzes the differences between two types of medical damage appraisal institutions from four aspects,appraisal document format,appraisal expert selection,appraisal mode,and appraisal opinions.The medical association has a more normative format of appraisal document,adopts random drawing that can reflect the impartiality in expert selection in a better way,utilizes a more scientific principle of panel hearing,and provides more professional analytical opinions.However,the forensic appraisal institution adopts a more flexible way for expert designation and has better logic and organization of analytical opinions.It is recommended to develop a normative and unified organizational form for medical damage appraisal,adopt the appraisal model of"X clinical experts and 1 forensic expert",and improve the appraisal related system,in order to achieve scientific and standardized appraisal.
