在公立医院高质量发展的背景下，妇幼保健机构的绩效考核体不断构建完善。四川省某三甲妇幼保健机构运用以资源为基础的相对价值比率(resource-based relative value scale，RBRVS)绩效分配法、关键绩效指标法等绩效管理方法，形成以月度绩效考核、职能部门与临床科室年度绩效目标考核为主，行政效能考核为补充的绩效考核体系。建议各妇幼保健机构在制订考核指标过程中以上级部门考核指标为风向标，将临床与职能部门均纳入考核，结合医院战略规划对考核指标定期调整优化，并且将考核结果应用于运营管理过程中。通过灵活有效的绩效考核机制，促进医院高质量、高效率发展，为妇幼保健机构建立完善的内部绩效考核体系提供实践经验。
A Preliminary Study on the Establishment of Performance Appraisal System in Maternal and Child Health Care Institutions
In the context of high-quality development of public hospitals,to provide a reference for continuously building and improving the performance appraisal system of maternal and child health institutions.Using performance management methods such as the RBRVS performance allocation method and the key performance index method,a performance appraisal system was formed with monthly performance appraisal,annual performance target appraisal of functional departments and clinical departments,and administrative effectiveness appraisal as a supplement.It is recommended that each maternal and child health care institution take the assessment indexes of higher-level departments as the wind vane in the process of developing assessment indexes,include both clinical and functional departments in the assessment,regularly adjust and optimize the assessment indexes in conjunction with hospital strategic planning,and apply the assessment results to the operation and management process.Through a flexible and effective performance appraisal mechanism,the hospital's high-quality and high-efficiency development is promoted,providing practical experience for maternal and child health care institutions to establish a perfect internal performance appraisal system.
