福建省专业公共卫生机构卫生技术人员配置公平性分析

目的 分析福建省专业公共卫生机构卫生技术人员配置公平性现状,为优化卫生技术人员配置,更好实现均等化的公共卫生服务提出相应的建议。方法 采用洛伦兹曲线、基尼系数和泰尔指数,分别从人口、面积、经济3个方面对2017-2021年福建省专业公共卫生机构卫生技术人员配置情况进行公平性分析。结果 2017-2021年的福建省专业公共卫生机构卫生技术人员数量按人口、经济配置的公平性较好,按面积配置公平性较差。结论 为了提高卫生人力资源分配的公平性,在日后的配置中需重视地理面积因素,提高按面积分布的公平性。
Analysis of Equity in the Allocation of Health Personnel in Public Health Institutions in Fujian Province
Objective To analyze the current situation of fairness in the allocation of health personnel in public health institutions in Fujian Province,and propose corresponding suggestions for optimizing the allocation of health technical personnel and better achieving equal public health services.Methods Lorentz curve,Gini coefficient and Theil index were used,fairness analysis was conducted on the allocation of health personnel in public health institutions in Fujian Province from 2017 to 2021 from three aspects:population,area,and economy.Results The number of health technicians in public health institutions in Fujian Province from 2017 to 2021 showed good fairness in terms of population and economic allocation,but poor fairness in terms of area allocation.Conclusion In order to improve the fairness of health human resources allocation,it is necessary to pay attention to the geographical area factor in the future allocation and improve the fairness of distribution by area.
