Public hospitals are the main body of China's medical service system,and are an important force in comprehensively promoting the construction of a healthy China.2021 In June,the General Office of the State Council Issued the Opinions on Promoting the High-quality Development of Public Hospitals,which made deployments and requirements for the high-quality development of public hospitals,marking that public hospitals have entered a new stage of high-quality development,and hospitals around the world have been actively exploring practical paths for high-quality development.The work of promoting the high-quality development of public hospitals continues to go deep and practical.Based on the concept of"double ring control",this paper analyzes accurately the"inner and outer ring"factors in the process of high-quality development of public hospitals,and considers how public hospitals should utilize the"double ring"resources."resources,can better explore the ideas and initiatives to promote the high-quality development of public hospitals,promote the high-quality development of public hospitals,and provide a theoretical basis for the high-quality development of public hospitals.
