Analysis and Research on the Implementation of Traditional Chinese Medicine Policy Based on Mitter-Horn Model in the Combination of Medical and Nursing Care
Objective To analyze the problems existing in the implementation of traditional Chinese medicine policy in the combination of medical care and elderly care,and provide reference for improving the traditional Chinese medicine policy,so as to better promote the development and progress of the combination of medical care and elderly care services.Methods The Mit-Horn model was used to analyze the problems in the implementation of TCM policies in the integrated medical and nursing service,which was based on six factors:policy standards and objectives,policy resources,implementation methods,characteristics of implementation agencies,value orientation of implementation personnel,and system environment.Results Traditional Chinese Medicine policies had been receiving increasing attention;however,their implementation was impacted by factors such as unclear policy objectives,insufficient resources,a lack of diversity in implementation methods,inadequate planning for the characteristics of executing agencies,low value orientation among personnel,and complex systemic environments.Conclusion In order to solve the problems existing in the implementation of TCM policy in the combination of medical and nursing care,the following suggestions are put forward:improve the top-level design,refine the policy implementation objectives;strengthen the resource guarantee,improve the policy implementation efficiency;enrich the implementation methods,ensure the implementation effect;strengthen the communication and exchange between multiple departments and optimize the policy implementation environment.
