How to effectively carry out the construction of emergency management system in sudden public health events is the focus of research in China,especially the emergency management of elderly care institutions in China is still insufficient.Therefore,it is particularly important to establish a scientific,sound and comprehensive emergency management system for elderly care institutions.Based on the prevention-preparation-response-recovery(PPRR)theoretical model,this paper constructs a"three-level"emergency management model for public health emergencies in elderly care institutions,with monitoring and early warning,adapting measures to local conditions,crisis intervention and compensation mechanism as the main core contents,aiming to provide suggestions and reflections for improving and optimizing the construction of China's emergency management system.
