摘要
传染病,尤其是新发传染病、烈性传染病严重危害人群健康,严重扰乱社会公共秩序.建立健全传染病防治地方立法,有助填补法律漏洞,提升传染病防治地方管理能力,提高突发传染病疫情的应对能力,更好地保障群众健康和社会安全.
Abstract
Infectious diseases,especially emerging infectious diseases and severe infectious diseases,seriously endanger peoples health and disturb social and public order.The establishment and improvement of local legislation on the prevention and control of infectious diseases will help fill legal loopholes,enhance local management capacity for the prevention and control of infectious diseases,enhance the ability to respond to outbreaks of infectious disea-ses,and better protect the health of the people and social safety.
