The outbreak of"COVID-19"epidemic highlights many weaknesses in China's current health emer-gency legal system.The legislative model of group diseases with unknown causes and other public health events that are treated indiscriminately,as well as its absence in the Law on the Prevention and Treatment of Infectious Disea-ses,are important reasons for the spread of the"COVID-19"epidemic.Deeply implement the rule of law concept of"people-oriented,life first";The prevention and control of mass diseases of unknown causes as infectious diseases should be strengthened from the perspectives of giving local governments certain administrative emergency powers,giving medical institutions temporary control and isolation rights for patients,establishing a sound emergency organ-ization,establishing a sensitive early warning system,and establishing a strong human and material assurance sys-tem,to improve the legal system for infectious disease prevention and control,and establishing an efficient emergen-cy management system,It is an important way to improve the emergency response capacity of mass diseases of un-known causes.
