Health ethical responsibility is the core issue of health ethics.Its essence is that medical ethics should change from individual health to common health and extend from medical department to society.Each layer is a moral code that extends from moral responsibility,which is also the moral interpretation of the spirit of fighting the pandemic.As an ethical consciousness,health requires people to pay attention to health and be responsible for their own health.The construction of health responsibility is a process of multi-participation.Facing the current re-ality in China,it is necessary to build a diversified health responsibility system which is dominated by mankind,the state,the responsibility,the government responsibility and the individual responsibility.
