This article introduces a medical accident case in which the patient filed an administrative lawsuit,in-volving multiple stages of administrative handling of medical accidents.Based on the theory of protective norms,the author analyzes whether the patient in a case has the qualifications of a plaintiff to file an administrative lawsuit,ex-plores the common problems in the law enforcement practice of medical accidents reflected in the case,and puts for-ward suggestions for the administrative treatment of medical accidents.
