Conflict and balance between personal information protection and public interests in public health emergencies——Take the prevention and control of COVID-19 as an example
Personal information is closely related to each of us,serving as a carrier of personal privacy,and its economic benefits and social value are increasingly prominent.Collecting and utilizing personal information is a nec-essary measure to respond to public health emergencies.However,in public health emergencies,there are difficul-ties such as unclear standards for information collection subjects,unclear boundaries for personal information collec-tion,imperfect systems for personal information use,and excessive expansion of information disclosure behavior.In response to this series of difficulties,this article proposes measures such as standardizing the rights and responsibili-ties of information collection subjects,clarifying the boundaries of personal information collection,improving the system of information use,and optimizing the path of information disclosure limits,in order to better achieve a bal-ance between personal information protection and public interests in sudden public health events,and thereby en-hance China's ability and level to respond to such events.
