Research and coutermeasures on health law enforcement of private medical institutions——Based on analysis samples of punishment cases of private medical institutions in J District of Shanghai
Objective:By retrospecting,analyzing and comparing the basic situation of health administrative punish-ment involved in the bad practice behavior of private medical institutions in J District of Shanghai in the past four years,this paper put forward relevant countermeasures for the health supervision of regional private medical institutions.Methods:U-sing chart descriptive analysis and chi-square test.Results:From 2019 to 2022,there were total 399 cases of health admin-istrative punishment of private medical institutions in District J,with the number of cases reduced from 85 in 2019 to 61 in 2022.The categories of cases mainly focus on disinfection management,medical waste disposal,and epidemic prevention and control of infectious diseases.The categories of penalties involved mainly include warning,fine,and confiscation of ille-gal income.There are only two cases of institutional suspension of certificates(suspended subjects).The total amount of fines in the four years was 1054500 yuan,involving 255 cases of fines,and the average amount of fines was 4135.3 yuan.Conclusion:Through the establishment of risk early warning and evaluation mechanism and the implementation of hierarchi-cal and classified supervision mode,the regulatory efficiency has been continuously improved.Relying on administrative sco-ring and combination of punishment and education,through use of public opinion supervision and social supervision,stive to solve the urgent and complicated problems of private medical institutions under the framework of comprehensive supervision system of the medical and health industry.
