公立医院高质量发展背景下法务建设的动阻力因素分析

摘要
目标:分析高质量发展背景下公立医院法务建设的动力因素、阻力因素及建设重点.方法:在文献分析的基础上,运用鱼骨图分析方法,对公立医院法务建设的驱动因素、阻力因素进行层次分析,提出建设建议.结果:公立医院法务建设驱动因素包括:公立医院高质量发展的推动力、利益相关者的促进力、医疗法规不断完善的反推力、医疗发展新业态的助动力;阻力因素主要包括:复合型人才的供给压力、职能边界的界定与协同压力、发展模式不成熟、法律事务的惯性压力.结论:多项措施并重,促进远程医疗发展,主要包括:政策激励、促进复合型人员的供给与培养,合理框架设计、明确法务职能,探索可推广的法务建设模式.
Abstract
Objective:To analyze the driving factors,resistance factors,and construction priorities of the legal construction of public medical institutions in the context of high-quality development.Method:Based on literature analysis,the fishbone diagram analysis method was used to conduct a hierarchical analysis of the dynamic resistance factors and construction priorities in the legal construction of public medical institutions.Result:The driving factors of legal construction include:the driving force of high-quality development of public hospitals,the driving force of stakeholders,the counter force of continuous improvement of medical regulations,and the driving force of new forms of medical development;The resistance factors mainly include the supply pressure of composite talents,the definition and coordination pressure of functional boundaries,immature development models,and inertia pressure of legal affairs.Conclusion:Multiple measures should be taken equally to promote the development of telemedicine,in-cluding policy incentives,promoting the supply and cultivation of composite personnel,designing a reasonable framework,clarifying legal functions,and exploring replicable legal construction models.
