摘要
目的:通过在民营医疗机构开展信用监管,创新医疗卫生监督措施,提高执法监督的效率和效能,激发民营医疗市场主体活力,净化医疗市场环境.方法:采用文献检索、调查问卷、专家访谈等研究方法.结果:采用条件式的评定方法,制定民营医疗机构信用评价规则和信用评价应用规则,对沈阳、大连、鞍山、抚顺、丹东、盘锦等6市1 119家民营医疗机构开展信用评价,探索建立辽宁省民营医疗机构信用监管执法模式.结论:开展信用监管可以激发民营医疗机构市场活力,有效弥补卫生健康监督力量不足,充分发挥信用监管的作用,促进医疗市场健康发展.
Abstract
Purpose:By conducting credit supervision in private medical institutions,to innovate medical and health supervision measures,improve the efficiency and effectiveness of law enforcement oversight,stimulate the vi-tality of private medical market entities,and purify the medical market environment.Method:Research methods such as literature search,questionnaire and expert interview were adopted.Rresult:The method of conditional eval-uation is adopted,to formulate credit evaluation rules and application rules for private medical institutions.Credit evaluation was carried out on 1,119 private medical institutions in Shenyang,Dalian,Anshan,Fushun,Dandong and Panjin of Liaoning province,to establish credit supervision and law enforcement model of private medical institu-tions in Liaoning province.Conclusion:Credit supervision can stimulate the market vitality of private medical insti-tutions,effectively make up for the lack of health supervision power.We should give full play to the role of credit supervision and promote the healthy development of the medical market.
