建立完善的重大疫情信息公开制度研究

摘要
重大疫情应纳入到公共卫生事件引发的危机视域之中予以考量.从公法特别是行政法的角度审视,重大疫情信息公开具有保护公民对重大疫情的知情权、实现疫情信息发布的及时高效以及保护公民的生命与健康安全等重大价值.然而,受制于传统科层制、法律的模糊性以及公开机制不健全,造成重大疫情信息公开未能充分保障上述重大价值的实现.为此,有必要对传统科层制进行调整式改革,完善重大疫情信息公开的法律法规,并健全重大疫情应对信息公开配套机制.
Abstract
The major epidemic should be considered as the perspective of crisis caused by public health events.From the perspective of public law,especially administrative law,the information disclosure of major epidemic is of great value in protecting citizens'right to know about severe epidemic situation,achieving the timely and efficient re-lease of epidemic information and protecting the lives and health safety of citizens.However,restricted by the tradi-tional bureaucratic system,legal ambiguity and the inadequate disclosure mechanism,the information disclosure of severe infectious disease crisis fails to fully guarantee the realization of the aforementioned significant values.There-fore,it is necessary to adjust the traditional bureaucracy,improve the laws and regulations of information disclosure of severe infectious disease crisis,and improve the supporting mechanism of information disclosure of major epidemic diseases.
