地市级公立医院开展全面预算管理的实践探索

摘要
加强全面预算管理,既是推进新医改相关政策落地的要求,也是提升公立医院运营效率的需要.文章以宜昌市中心人民医院为例,介绍了医院在实施全面预算管理过程中的主要做法和重点环节的具体操作,比较分析了全面预算管理实施前后医院的主要变化,并提出了一些实践中的困惑,以期为同行从业人员提供参考.
Abstract
Strengthening comprehensive budget management is not only the requirement for promoting the implementation of rele-vant policies of medical reform,but also the need to improve the operational efficiency of public hospitals.It takes Yichang Central People's Hospital as an example to systematically expound the main practices of building a comprehensive budget management sys-tem,the specific operation of key links and other aspects of practical experiences,compares and analyzes the main changes before and after the implementation,and puts forward some confusions in practice,in order to discuss with peers.
