Study on the Implementation Dilemma and Path Optimization of Long-term Care Insurance Policy in China:Analysis Based on the Mitter-Horn Model
Objective:To analyze the constraints on the implementation of long-term care insurance policies and make suggestions for optimizing long-term care insurance policies. Methods:The constraints of long-term care insurance policy implementation are analyzed in 6 dimensions using the Mitt-Horne policy implementation model as the research framework. Results:The implementation of the long-term care insurance policy is affected by factors such as policy objectives and standards that need to be improved,insufficient supply of policy resources,insufficiently reasonable organizational communication and implementation methods,fragmentation of implementing agencies,deviation in value orientation of implementers,and constraints in the systematic environment. Recommendations:It is needed to further clarify policy objectives and promote the harmonization of assessment standards with the state;increase the input of resources to ensure the orderly promotion of the long-term care insurance system;improve organizational communication and implementation methods;improve the management mechanism of implementing agencies;correctly guide value orientation;and create a favorable system environment.
