Study on the Resource Allocation Efficiency of 79 Tertiary General Hospitals in Shandong Province
Objective:By analyzing the differences in health resource allocation efficiency among the tertiary general hospitals in Shandong Province,it deeply explored the reasons for the non-balanced changes and provide decision-making references for optimizing and improving health resource allocation efficiency. Methods:Data Envelopment Analysis (DEA) and Malmquist index model were used to analyze the time evolution of operation management efficiency of tertiary general hospitals in Shandong Province from 2017 to 2021. Results:Overall,the pure technical efficiency of 79 hospitals showed an upward trend,while the scale efficiency showed a downward trend,but the scale efficiency was greater than the technical efficiency in 5 years. The Total Factor Productivity (TFP) decreased first and then increased in 5 years,which was greatly affected by the technological change index. There is an uneven allocation of medical and health resources among regions within the province. Sample hospitals generally have an important turning point in 2020. Conclusion:It should promote balanced and coordinated development and common prosperity according to local conditions;technology and scale efficiency should be given equal importance,and the hospital should be driven forward by two wheels;innovation should drive technological progress,and the whole element should enhance the hospital's production capacity;and the emergency response mechanism should be strengthened,and the hospital's public health protection should be enhanced,so as to promote the high-quality development of the hospital.
